Consulting Primary Personnel Involved
Roman Kubas, Principal
Qualifications: Roman Kubas
is a co-founder of Kubas Keller Associates. Roman has 15 years experience
assisting housing agencies on an array of financial, fiscal and management
issues, having consulted housing and nonprofit organizations since
1989. He has provided technical assistance in all areas of financial
operations for numerous Housing Authorities (HA), including hiring
and training of financial staff, development / preparation of the
operating and Section 8 budgets, coordination with independent auditors,
and development of internal controls for the safeguarding of assets.
In addition, Roman has assisted Housing Agencies with various aspects
ranging from tenant file review to financial statement presentation
for Low Income Tax Credit projects.
Roman is involved with assisting the Housing Authority of the City
of Las Vegas with its transition to project based asset management
and qualifying for the initial stop-loss cycle. In addition, he is
provided the Virgin Islands Housing Authority with technical assistance
in a wide-range of financial and management areas.
Roman is providing accounting and audit support services to the Lancaster
City Housing Authority (LCHA), who is the management agent for three
low income tax credit housing. He is also assisting several other
housing authorities in providing accounting and technical support.
Prior to forming K2, Roman was a Vice President of the Housing Division
at the HJ Financial Group, formerly Heller, Blosky & Dabagian.
In this position, he was responsible for coordinating client services
that included budget preparation, year-end closings, preparation of
financial statements, development of policies and procedures, monitoring
of clients fiscal operations, conducted audits, and developed
training manuals; as well as training numerous individuals nationally.
Roman prepared periodic summary financial and operational reports
with recommendations to senior management. While at HJ Financial Group,
Roman had the opportunity to work with a number of housing authorities
and non-profits. He specialized in the housing the housing industry
for over 15 years, developing initiatives and creating liaisons with
HUD and other consulting firms.
Roman is a magna cum laude graduate from Spring Garden College with
a Bachelor of Science degree in Accounting.
Joseph J. Keller, III, Principal
Qualifications: Joseph Keller is a co-founder of Kubas
Keller Associates. Joe has spent a dedicated career in providing diverse
services to public and assisted housing organizations. He has over
fifteen years of experience in assisting housing agencies on finance
and accounting matters, at both the state and local levels. His consulting
experience covers all aspects of PHA operations, and he has managed
all size PHAs from very small to extra large. Joe has provided
accounting and finance services, assessed operations, updated policies,
conducted internal audits, and has trained PHA staff from Executive
Directors to Finance Directors. He has also developed a Board of Directors
training program.
He is currently serving as the chief financial and administrative
officer at the Chester Housing Authority under the court appointed
receiver. Joe is now in the process of preparing his many clients
for the conversion to project based budgeting and asset management.
He has written many articles on Public Housing, and has assisted with
the creation of guidebooks and technical assistance materials published
by various housing periodicals. In addition to his wide-ranging knowledge
in training, Joe has considerable functional experience in the administration
of all public housing programs. He served as the Financial Operations
Manager for the recovery efforts of the District of Columbia Housing
Authority being operated under court receivership. Previously, he
served as the Chief Budget Officer and Treasurer of the Philadelphia
Housing Authority. Through his previous association with PHA Finance
Inc., he has also developed the comprehensive capital improvement
plans and financial strategies for many Housing Agencies in the United
States.
Joe is a nationally recognized trainer on the preparation of Operating,
Section 8, and Capital Fund budgets. He has provided assistance in
Mixed Finance development financial review and analyses, including
operating and development pro formas and development budgets. He has
performed diverse financial accounting and reporting activities for
several troubled Agencies. These activities include monitoring the
compliance of budget submissions, tenant file review, and coordinating
responses and appropriate actions in connection with fiscal audit
findings mandated by HUD. Joe has also undertaken monthly controllership
activities, internal audits and assisted in recapturing operating
subsidy. His experience covers all aspects of housing agency financial
operations, from year-end closings through monthly fee accounting.
He has an extensive knowledge of HUD regulations governing PFS, Capital
Fund, and FASS. Joe has administered multifaceted projects, including
the complete design of a project based budgeting system for a 23,000
unit Agency. He is a Certified Manager of Public Housing and offers
a fresh perspective blending both administrative and operational experience.
In addition to the above, Joe has managed numerous other projects
at other large urban housing agencies, including Las Vegas, Baltimore,
Philadelphia, Puerto Rico, and the U.S. Virgin Islands.
Joe is a graduate of University of Notre Dame with a Bachelors of
Business Administration.
